After tried 2 days all kind of fixes, even windows updates in vain, seems that uninstalling M visual c++ 2015 and 2018 and 2010, then reinstalling them fixed the missing file above, now all works ok.
My issue was with Adobe software Dreamweaver and Fireworks wont work and give error to that file, becouse i uninstaled a Microsoft Visual FOX pro or similar software that i did not use anymore.
